将针对我国突发重大自然灾害情况下抢险救灾应急通信能力的不足,研究基于卫星通信的国家灾害应急通讯体制,确保通信的安全畅通,保证灾害应急指挥调度工作迅速、高效、有序地进行,提高国家应对重大自然灾害的组织指挥和应急处置能力,最大限度地减少灾害造成的人民生命财产损失。通过综合对比国内外应急通信概况,提出适合我国的应急通讯体制,其内容主要包括灾害应急体制的分级规划,网络结构,传输机制和体制规模等4部分。

Lack of ability to emergency communication which is applied to lifesaving and rescue during the huge disaster in China, this research introduced a project of emergency communication safeguard based on satellite communication. This project ensures the safety and connection of the emergency communication, the rapid efficient orderly command and dispatch. Also,this project could enhance the ability of organizing and dealing with emergency and reduce maximally the loss from the huge disaster. Comparing with the conditions of domestic and overseas emergency, editorialize the emergency system fit for our country. It includes classification programming, network structure, transmission system, and system scale.
