基于余杭区东苕溪2011年成功防御“6·19”洪水实例,从洪水防御部署、科学调度、基层防汛体系等方面介绍防洪调度情况,并通过对洪水成因分析和洪水过程分析,总结洪水预报、洪水调度、水利工程和基层防汛队伍在防洪中起到的作用,提出进一步巩固东苕溪洪水防御工作和进一步,提高东苕溪流域防洪防台抗旱能力的思路.
基于餘杭區東苕溪2011年成功防禦“6·19”洪水實例,從洪水防禦部署、科學調度、基層防汛體繫等方麵介紹防洪調度情況,併通過對洪水成因分析和洪水過程分析,總結洪水預報、洪水調度、水利工程和基層防汛隊伍在防洪中起到的作用,提齣進一步鞏固東苕溪洪水防禦工作和進一步,提高東苕溪流域防洪防檯抗旱能力的思路.

The causes of "6.19" Flood is analyzed in the article and the experience in flood defense is also summed up in several aspects, such as flood prevention deployment, scientific control, and primary flood control system. The further flood control measures is introduced based on the flood explananon and process analysis in East Tiaoxi River, mainly in flood forecasting, flood scheduling, water conservancy engineering and flood prevention institutions, in order to improve flood control and drought-proof capacity of East Tiaoxi River.
