第四军医大学附属西京医院以科学发展观为指导,坚持实施"科技兴院、以人为本"的发展战略,在近年的课题申报工作中取得了优异的成绩.具体的做法和体会是:首先要培养和建立一支实力雄厚的科技干部队伍,积极引导并凝练具有鲜明特色的高水平研究方向,为课题申报打下坚实基础.在课题申报中要严密组织,精心实施,认真抓好重点学科和重点人员的申报,严把"三关".同时还要注重课题的全过程管理,督促课题负责人做好结题工作,为今后的申报工作创造良好的条件.

Using scientific concept of development as guide and persisting in implementing strategy of Strengthen the Hospi-tal with Science and Technology, and taking people as a dominant factor, Xijing Hospital, an affiliated teaching hospital to the Fourth Military Medical University, has made remarkable achievement in project application. The concrete measures are as fol-lows. The first and foremost is to lay a solid foundation for application by fostering a powerful team of researchers and by focusing on the research specialties with distinctive features. The next step is the effective organization and careful implementation in the procedure of project applications, especially the three screening practices and the focusing on applications from the key disciplines and key personnel. The third measure involves management in the entire process of a project by supervising the principal researc-her to conclude the project and thus to prepare for the new application.
