针对长江科学院综合管理信息系统“以人为本、以项目管理为主线”的建设理念,分析建设目标与原则、建设步骤、系统构架、技术路线等系统建设策略。根据系统注重规划与顸层设计,要求管理思想统一、信息标准化、运行环境集成、业务子系统联动、基础数据共享的特点,设计了系统的业务系统、公共信息库、综合查询与个人中心、一卡通工程等主要建设内容。介绍系统的运行管理经验和运行效果。

In accordance with the design ideas, taking human beings as basis and project management as key point, of integrated information system set up by Yangtze River scientific research institute, the author analyzes system construction plans such as construction objectives, principles, process, system framework and technical line. According to characteristics that system lays attention on the planning and top level design, and makes requirement of unified management thoughts, information standardization, integrated operational environment, business sub-system linkage and base data sharing, design of main construction content is accomplished on business system, public information bank, integrated inquiry and individual center, one-card project. Finally, experiences in operational management and running effects are introduced.
