2008年水利部新一代卫星通信系统开始建设,购置了卫星转发器资源,更新改造了原有卫星主站系统,建成了新一代水利卫星通信主站平台,目前,水利卫星主站已建成投入运行。介绍新一代水利卫星通信应用系统的卫星参数,阐述系统主站、小站、应急通信小站、综合业务小站的组网方式和结构,分析系统小站电话号码与IP地址分配,以期对新一代水利卫星通信应用系统的建设起指导作用。力争在新一代水利卫星通信系统建成后5年内,水利卫星小站能达到上千的规模。

In 2008, the Ministry of Water Resources began to set up new generation satellite communication system, purchased satellite transponder resources, and renovated the old master stations. New generation satellite communication master station platform of water resources was constructed and has been put into operation. The article describes satellite parameters of the system, expounds networking modes and structures of master station, small station, small stations for emergency communication and integrated business, analyzes allocations of telephone number and IP address. It is expected that the article can be used as a guidline for construction of similar system. We will make efforts for making the scale of satellite small stations to reach several thousands, within five years after the construction of new generation satellite communication system for water resources.
