21世纪是人类开发利用海洋的世纪，海洋开发已成为解决当前面临的人口急剧增长、陆地资源日益减少、环境不断恶化等问题的主要出路。海洋环境与资源的特殊性决定了海洋开发对科学技术的高度依赖性，新时期建立现代化的海洋强市，必须首先从发展海洋科技人手。本文在阐述海阳市海洋科技发展现状的基础上，重点分析了海阳市海洋科技发展存在的问题，针对问题提出了海阳市海洋科技发展的对策。

21 century is the century for the exploitation and utilization of ocean by human. Marine exploitation has become the main way that solve the current problems that the population is rapid increasing, land resource is increasingly reducing and environment is continuously deteriorating, etc. The particularity of marine environment and resources has determined the fact that ocean exploitation depends highly on science technology. Therefore, the development of marine science and technology must go first to build modern marine city in new period. The paper first describes the current situation of development of marine science and technology in Haiyang city, and then mainly analyzes the problems that existing in the development process, finally proposes the countermeasures for the development.
