There are 14 risk factors for ships navigating in rough sea.A method calculating statistical characteristics of these risk factors is discussed,including six degree-of- freedom oscillation and ship dynamic response in 3-D irregular waves based on directional spectrum.The calculating model of stability,strength and maneuverability risk factors is also introduced.Calculation result for actual ship shows effectiveness of the model.A navigation risk assessment model based on FSA(Formal Safety Assessment) fuzzy synthesis judgment is presented for shipping corporations and maritime departments to assess risk level of ships navigating in rough sea.
