在新农村建设过程中,如何使政府的有限资源得到合理配置,是当前各级政府和组织面临的一个现实而重大的问题.本论文借鉴了国内外有关满意度理论研究的成果和测评方法,通过对山东省农村公共投资满意度调查资料的实证分析,发现硬件方面(通讯状况、供电服务等)农户满意度较高,而软件方面(图书馆服务、技术服务等)农户满意度相对较低;其次,文章鉴于满意度的敏感性分析,给出了当前提高农村公共投资满意度的建议,即政府要在休闲娱乐、技术服务、社会保障和公共卫生等方面应适当加大投资.

In the process of new rural construction, how to allocate government's limited resource reasonably is a real and significant issue which all governments and organizations at various levels are facing at this time. The thesis has drawn on the outcome of theoretical research and evaluation methods about the degree of satisfaction at home and abroad. With the empirical analysis of survey data about rural public investment satisfaction in Shandong Province, it found that hardware (communication situation, electricity services, etc. ) have a higher degree of satisfaction form farmers, and software ( library services, technical services, etc. ) have a relatively lower degree of satisfaction form farmers; Secondly, in view of the sensitivity of satisfaction, the article has given the recommendation to improve the degree of rural public satisfaction, which is the government should appropriately increase investment in the field of entertainment, technology services, social preteetion and public health aspects.
