近年来,各级党委、政府高度重视农村经济社会可持续发展,先后出台了一系列惠农政策,有力促进了农业的健康发展、农村面貌的变化、农民民生的改善,但也存在着一系列亟待解决的问题,影响了惠农政策预期目标的实现。认真分析惠农政策执行情况及存在问题,准确阐释其成因,以政策设计、政策执行和监督检查为重点,采取有针对性的对策措施,进而不断提高惠农政策执行的有效性和可持续性。
근년래,각급당위、정부고도중시농촌경제사회가지속발전,선후출태료일계렬혜농정책,유력촉진료농업적건강발전、농촌면모적변화、농민민생적개선,단야존재착일계렬극대해결적문제,영향료혜농정책예기목표적실현。인진분석혜농정책집행정황급존재문제,준학천석기성인,이정책설계、정책집행화감독검사위중점,채취유침대성적대책조시,진이불단제고혜농정책집행적유효성화가지속성。
One of the focuses of research on public policy is results of carrying out the peasant-beneficial policy and its efficiency.The Party committee and government at various levels has focused on the sustainable development of the rural economy theses years and put forward many peasant-beneficial policies,which reveals the Party and government＇s human-centered executive notion,promotes the sound development of agriculture,changes the rural area,and improves the peasants＇ life level.Many problems which bar from carrying out the peasant-beneficial policy still exist,however.Analyzing the situation and the causes for the problems of carrying out the policy will improve the efficiency of carrying out the policy,which thus promotes the sustainable development of the policy.
