通过考察上海外来农民工的基本现状,分析以外来农民工为主体的＂新二元结构＂的主要表现形式,揭示＂新二元结构＂的经济、社会特征;评价现有缓解＂新二元结构＂问题的政策效应;在深入了解并分析外来农民工对解决＂新二元结构＂政策需求的基础上,探索转型期上海缓解＂新二元结构＂问题的目标和原则;提出现阶段缓解上海＂新二元结构＂问题的制度安排和政策建议。

On the basis of investigating the basic characters of Shanghai＇s migrant workers and analyzing the main manifestation of the new dual structure composed mainly of migrant workers,this paper revealed the new dual structure of the economic and social characteristics and evaluates the policy effect which aims at mitigating Shanghai＇s new dual structure problem.Moreover,by means of thoroughly understanding and analyzing the migrant workers＇ needs for policy to resolve the new dual structure problem,this article also focused on exploring the goal and principles in alleviating the new dual structure and putting forward institutional arrangements and policy recommendations to ease the ＂new dual structure＂ problem at this stage.
