本文基于社会治理的理念,研究当下时兴的移动互联新媒体及其背景下的“大宣传”。本文认为,“大宣传”的提出,是传播观念的创新。“大宣传”与社会治理具有内在统一性。从社会治理视角看,移动互联是“大宣传”不可或缺的重要媒介。落实“大宣传”思想,需要尊重、善用多元的传播力量,将移动互联的新媒体纳入“大宣传”与社会治理的制度框架,积极探索适应信息生产规律与社会治理要求的移动互联宣传治理思路。

This paper researches the fashionable new media, mobile internet, and large-scale publicity in the era of mobile internet from the perspective of social governance. Large -scale publicity is a new communication concept in China. It is inherently consistent with social governance. From the perspective of social governance, mobile internet is an indispensable media of large-scale publicity. To realize its concept, we should utilize all kinds of communication tools. Mobile internet should be absorbed into the current framework of large-scaled publicity and social governance. Moreover, we should explore relevant governance ideas suitable for new methods of information production and social governance.
