我国的大气环境问题日益严重,在总量控制和限排的前提下,如何将控制总量科学合理、公平有效地分配给各污染源尤为重要。随着科学技术的进步和发展,总量分配的方法也日趋增多,本文综述了大气污染物总量分配的各种方法,并分析了各种方法的适用条件和各自的优缺点。

Atmospheric environmental problems are becoming more and more serious in China, and how to distribute the total amount of air pollutant emission to various sources scientifically and reasonably,equitably and effectively is particularly important on condition that total amount is controlled and limited. With the progress and development of technology, the means of the total allocation increased. In this paper, different kinds of total allocation of air pollutants were summarized, and the advantages and disadvantages of different kinds of total allocation of air pollutants and the conditions that can apply to which kinds of total allocation of air pollutants were analyzed as well.
