现行建设项目环境影响评价主要是评价污染物产生后对环境的影响,更侧重于环境的末端治理,无法将污染控制与生产过程紧密结合,不能在生产过程中充分利用资源与能源。清洁生产的污染预防思想是一种"源头控制"的环境战略。在环评中引入清洁生产不仅可促进环境影响评价进一步拓展和深化,避免环境影响评价失去真实性、有效性;同时,促进清洁生产在工业企业的推行。
