＂招标破案＂作为一种实践中新兴的侦查工作激励形式,一经推出,即引起学界的广泛争议与质疑。根据综合激励理论,当前我国警察激励机制存在只注重任务结果激励,对任务完成激励和任务内在激励重视不足等问题。＂招标破案＂对警察激励机制不足起到了积极的修正作用。因此,对＂招标破案＂应进行规制,才能更好地发挥其激励作用。

As a newly emerged incentive form in practice, ＂Bid to Investigation＂has provoked extensive controversies and queries in the academic circles. This paper analyses the mode of the operation of＂Bid to Investigation＂in the perspective of the comprehensive motivational theory, approving its effects to renovate the motivation in the police incentive,and puts forward some proposals on the application of＂Bid to Investi- gation＂,so as to help it play a better role in the motivation.
