阐述利用现代化的信息技术，研究和开发建设天津市水文测报信息系统的构想，分析系统建设对提升水文水资源监测、管理、服务能力，及时为天津市水工程建设管理部门提供种类更多、更全面可靠的水文资料和信息及水资源评价预测成果，为天津市经济社会的可持续发展提供全面优质服务的作用，提出系统建设的设想和思路，并分析系统建设的可行性，以提高系统的实用性和可操作性。
천술이용현대화적신식기술，연구화개발건설천진시수문측보신식계통적구상，분석계통건설대제승수문수자원감측、관리、복무능력，급시위천진시수공정건설관리부문제공충류경다、경전면가고적수문자료화신식급수자원평개예측성과，위천진시경제사회적가지속발전제공전면우질복무적작용，제출계통건설적설상화사로，병분석계통건설적가행성，이제고계통적실용성화가조작성。
The article illustrates ideas on building up hydrological information acquisition and transmission system in Tianjin by applying modem information technology. The system can improve monitoring and management levels of hydrology and water resources services, promptly offer more comprehensive and reliable hydrologic data as well as water resources evaluation and forecasting results, thus providing high-quality service for the sustainable economic and social development of Tianjin. This paper provides ideas and thoughts on the system construction, and analyzes feasibility of construction in order to increase its practicability and operability.
