城市软实力是决定城市申办冬奥会可行性、操作性和成功性的基础，为了配合我国申办冬奥会重大战略的实施，对哈尔滨的城市竞争力进行研究。哈尔滨市在冰雪体育文化的感召力、冰雪运动开展的科教支持力、冰雪体育旅游的商务吸引力、形象传播力等软实力方面与其他的冬奥会申办城市相比，还处于较低水平，软实力已经成为哈尔滨市未来成功申办冬奥会的最大掣肘。应从加强哈尔滨市冰雪体育文化感召力、冰雪运动科教支持力、冰雪名城的形象传播力、冰雪体育产业的商务吸引力等方面入手，全面提升哈尔滨市的软实力。

Considering the city soft strength which settling its foundation of feasibility, operability and successful possibility for bidding for Winter Olympics, and coordinating with the great strategy implementation of China bidding for Winter Olympics, the paper has a research on Harbin city competitiveness. Compared with other Winter Olympics host cities, Harbin city is poor in some soft strengths such as the inspiring capacity of ice - snow sports culture, the science and education bearing capacity of ice - snow sports development, the business attracting capacity of ice - snow sports tourism, the image spreading capacity. It indicates the soft strength has been a largest impediment for Harbin city to win the next bidding for Winter Olympics. Harbin city soft strength should be all sidedly improved by starting with reinforcing the inspiring capacity of ice - snow sports culture, the science and education bearing capacity of ice - snow sports development, the image spreading capacity of famous ice - snow city, the business attracting capacity of ice - snow sports industry.
