从环境空气容量的角度分析环境空气中火电机组SO2实际排放量逐年的下降率与环境空气容量逐年的增长率之间的关系。以广州为例,分析了广州2008-2015年环境空气中SO2可排放的剩余容量,以燃煤火电SO2排放量自身平衡为条件,测算到2015年火电排放SO2量与2010年持平的情况下所允许新增火电机组的装机容量,为区域在保证环境空气质量的前提下提供新建火电机组容量的依据。

This paper explores the relationship between the actual yearly SO2 emission decline rate of thermal power plants in the air and the yearly increase rate of the air capacity from the perspective of the environmental air capacity. Taking Guangzhou city as an example, the paper analyzes the remaining capacity in the ambient air allowing for SO2 emission for the period of 2008-2015. Under the condition that the SO2 emission from the coal-firing power plants realizes self-balance, the paper estimates the total newly installed capacity of thermal generating units allowed if the SO2 emission from coal-firing plants of the year 2015 is equal to that of the year 2010. This study provides some basis for addition of the new thermal generating units in the region under the premise that the air quality is guaranteed.
