《国家中长期教育改革和发展规划纲要（2010-2020年）》确立了到2020年实现＂两基本一进入＂的教育发展战略目标,战略目标能否实现,发展基础教育是关键;所以,在贯彻实施《纲要》过程中必须解决好关系基础教育发展的管理层级、政绩考核、经费投入、农村教育、受教育权利保障、招生考试改革、教师队伍建设、绩效工资、教师职业倦怠等九个方面的问题,制定相关的规章制度,确保《纲要》提出的教育发展目标完全实现。

Outline of China＇s National Plan for Medium and Long-term Education Reform and Development（2010-2020） establishes the strategic goals to be attained for education development by the year 2020,which are basically modernize education,bring a learning society into shape,and turn China into a country rich in human resources.The goals can be achieved,and the key is the development of basic education.So such issues in relation to basic education development as managerial hierarchy,achievement assessment,education funding,rural education,protection of the right to education,reform of examinations and enrollment system,construction of the teachers＇ contingent,performance pay and teacher burnout must be well addressed in the implementation of the Outline.The relevant regulations shall be formulated to ensure that the goals for education development in the Outline are fully achieved.
