军政分府在清末民初地方建制史上具有重要地位。根据不同派别在建立军政分府中的作用,可以将其划分为以资产阶级下层激进派为主导推动,以资产阶级中上层温和派为中坚发起,以地方军政官员为首的保守派改组三种类型。分府的组织机构和职权表现出与军政府极为相似、二级机构名称多种多样、军政长官高度集权、军事地位更加突出等特点。基于此,它和军政府的定位出现了隶属于省级军政府、其他分府、湖北军政府以及与省军政府并立等四种关系。其中,前三种关系体现的主要是服从、互助,为辛亥革命深入发展彼此应援;第四种体现的是独立自主倾向,甚至暗含了些许矛盾斗争。所以说,军政分府的＂分＂字体现得更多的是革命道义和基于传统的统辖心理、统辖关系,而不是制度规范上的主动认可。1912年8月底,各地军政分府遵令取消,地方政权转型初步完成。
