教育部开展实施的＂对口支援西部地区高等学校计划＂大大促进了西部地区高等教育的公平与教育发展,缩短了东西部地区高职院校教育水平的差距。在青岛职业技术学院秉承＂重点支援、注重实效、精诚合作、共同发展＂的原则对口支援新疆天山职业技术学院的基础上,双方在师资队伍水平、人才培养质量、科研服务能力以及学校管理水平等四个方面开展支援合作。建立对口支援良性和高效的运行和保障机制需要具备层次多样性的运行机制,目标、动力、约束机制及其它们之间的结构体系;对口支援机制之间有其自身的作用方式与功能,它们要相互联系更要相互制约,从而共同作用体现对口支援的活力和生机。

＂The Counterpart Assistance Plan for Colleges and Universities in the Western Region＂ implemented by the Ministry of Education contributes greatly to the fairness of higher education in the western region and the development of its education,and shortens the gap of higher vocational education between the eastern and western regions.With the principle of ＂key assistance,results-orientation,sincere cooperation and common development＂,Qingdao Technical College supports Tianshan Vocational and Technical College.The two sides carry out the cooperation in four areas,such as the faculty level,quality of personnel training,research and its service capabilities and the level of school management.The establishment of the healthy and efficient operation and guarantee mechanisms in the counterpart assistance needs the diversified operation mechanism,the target,motivation and constraints mechanism and the structural system.The counterpart assistance mechanism has their own mode of action and function,which are not only linked to each other but also restrained mutually so as to reflect their vigor and vitality of the counterpart assistance.
