初步探讨了工程项目质量失控所带来的负效应，建立了监理单位与施工单位质量控制的博弈对策模型．在保证合同所规定的质量水准的前提条件下，从业主的角度，首次提出质量不合要求的惩罚系数概念，并给出了惩罚系数的计算公式，该公式揭示了惩罚系数与检查概率之间的关系，为业主制定惩罚系数及监理单位安排检查力量提供了理论依据

This paper prilimilarily discusses the negative-effect of the engineering projectquality which is out of control and sets up a game strategy model simulating the relationshipbetween supervision company and construction company. Under the condition of ensuring the quality stipulated by the contract,from the point of view of the propriefor,the author putsforward the concept″penalty-factor″ for inferior quality for the first time and provids its for mulation which reveals the relationship between penalty-factor and checking probability,andprovids theoretical basis for the proprietor to make penalty-factor and arrange inspection.
