国家级历史文化名城泉州发展文化旅游具备资源、区位、经济基础与客源优势，存在旅游形象不明、投入不足、人员素质不高、资源分散、旅游项目参与性不强等不足，海峡西岸经济区建设、品牌泉州建设、交通条件改善及世界文化旅游发展趋势为其带来机遇，娱乐、购物设施不配套及生态旅游的兴起挑战着其发展，通过对泉州文化旅游的优势、不足、机会和挑战从政治、经济、社会、技术视角进行系统分析，提出了通过实施SOW、SOT、SWT和OWT战略可以充分利用机会、发挥优势、克服弱点、回避威胁，促进泉州文化旅游的发展．

Quanzhou, as one of the national historical and cultural cities in China, boasts its advantages in tourism re sources, geographical location and passenger sources, yet still problems exist in respects like an ambiguous tourism image, in sufficient investment, a poor-quality tourism-engaged staff, too isolated tourism resources and low participation of tourist schemes. Quanzhou shall avail itself of the great opportunity in the construction of an economic zone in the west coast of the Taiwan Strait and other chances like the construction of Quanzhou brands, the improved transportation and the world cultural tourism development, to step up efforts to conquer difficulties arising in tourism development like the insufficient facilities for shopping and recreation. A systematic analysis of the pros and cons, opportunities and challenges from the four perspectives of politics, economy, society and technology, tells us that the implementation of the SOW, SOT, SWT and OWT strategy will make fuller use of opportunities, advantages, and help conquer disadvantages and bypass threats, thus to enhance cultural tourism development in Quanzhou.
