According to the intelligent and concerted actions by Multi-Agent system, the hierarchical model and topological structure of ITS control based on the Multi-Agent system is given. Through the Rational unified process OOA/D analysis, the simulation system based on Multi-Agent theory is designed and realized. Through the real instance analyzing and simulation, the experimental results show that the method is valid.
