从建设我国冬泳文化的角度出发，通过文献研究、逻辑分析等方法，对新中国的冬泳历史进行了简要回顾、对冬泳文化的概念和结构进行了理论探讨。运用文化的三层次理论原理。提出应从精神、制度和物质文化三个层面建设我国冬泳文化。旨在通过深化冬泳精神传播、扩大冬泳运动普及、完善冬泳制度建设等措施促进冬泳文化建设，以期加快我国冬泳运动的发展。
