Public scientific institutions are the important parts of the scientific and technological system , also the primary provider of public goods on science and technology. In the paper, work value theory in the organization behavior study has been introduced, and the work value questionnaire for public scientific institutions has been designed. Based on questionnaires, the primary factors effecting personnel work value have been analyzed by factor a-nalysis methods. By comparing with general scientific institutions, the characteristics and result has been got. The structure analysis for personnal work value has the function of decision support for incentire policy design of public scientific institutions.
