网络文化是伴随着信息化产业的发展而产生的一种全新的文化形态。本文从网络文化与信息时代下我国社会发展之间的关系入手，阐述了建设网络文化的重要性，同时分析了网络文化在发展过程中存在的问题并从可持续发展、科学发展观、法律法规和道德伦理三个方面提出了一些建议。

As a new culture type,network culture emerges with the development of information industry. Starting with the relationship between network culture and the development of Chinese society in the information age,the importance of constructing network culture is expounded,and the problems during the development of network culture are analyzed. In addition,some advices are put forward from three aspects which are sustainable development,scientific development concept,laws and morality.
