针对水产公益性科研机构的公益性、研究性特点,以及传统考评体系过于形式化,导向性、激励性不强.缺少量化指标等问题,根据绩效考评的内容与特征,提出了建构科学合理的科技人员绩效考评体系的思路与措施,以期加强和完善绩效考评指标体系,从而更有效地推动水产社会公益性研究机构科研战略目标的实现.完善绩效考评体系的措施主要包括以下各个方面:首先从"德、能,勤,绩"四个方面来细化考核指标,选择合理的量化指标确定考评指标因素权重,并采用层次分析法确定评价主体可信度权重,然后将每一指标分档次打分后,计算被考评者的综合绩效得分,这样就可得出考评结果.

Commonweal and research are the features of fishery commonweal scientific research institutes. Their traditional appraisal system has some shortcomings, such as being too formal, weak in guidance and motivation, lacking in quantitative indicators and so on. In this article, ideas and measures to construct scientific and reasonable performance appraisal system of scientific and technological personnel are proposed to improve the index system of performance appraisal, so as to drive the fishery scientific research institutes to achieve strategic objectives more effectively. Specific ideas and measures are as follows:firstly, detailed appraisal indicators are refined from four aspects including morality, ability, diligence and achievements. Secondly, reasonable quantitative indexes are selected to determine the factor weight of appraisal indicators. Next, AHP is used to determine the credibility weight of the evaluated personnel. Finally, sub-grade each index and calculate it to get the comprehensive performance scores of the evaluated personnel.
