温州市瓯飞围垦区位于温州东部沿海瓯江河口和飞云江河口外的平直岸滩，其中一期围垦规划面积约125km2，二期围垦总规划面积约320km2，围垦区近中期开发利用主要为农业用地，远期主要为建设用地。针对农业用地、建设用地的不同功能特点，结合各种因素综合分析探讨选择合适的围垦区地面高程，对今后围区开发的地面高程确定提供依据。
온주시구비위은구위우온주동부연해구강하구화비운강하구외적평직안탄，기중일기위은규화면적약125km2，이기위은총규화면적약320km2，위은구근중기개발이용주요위농업용지，원기주요위건설용지。침대농업용지、건설용지적불동공능특점，결합각충인소종합분석탐토선택합괄적위은구지면고정，대금후위구개발적지면고정학정제공의거。
Oufei Reclamation Area is located at the flat beach along the estuaries of Oujiang River and Feiyun River in eastern Wenzhou. The planned area is approximately 125 km2 in the first phase and 320 km2 in the second phase. The utilization of reclamation area is mainly for agricultural purpose in the short and mid - term period and for construction in the long run. The paper discusses the appropriate ground elevation for different purposes considering various factors and different functions of agricultural lands and construction lands, so as to provide the basis for determining the ground elevation in the reclamation area.
