现阶段我国公共体育政策的制定中存在利益失衡现象,主要表现为：竞技体育与大众健身之间公共体育资源配置比严重失衡、贫弱群体的体育利益被相对剥夺、公共体育政策制定过程中存在政府部门自利性问题,建议：正确认识并尊重社会体育活动的重要地位;把实现公共利益作为制定公共体育政策的唯一出发点和衡量标准;改善社会体育的财政投入情况;充分关注贫弱群体的体育利益;建立并完善各利益群体的体育利益表达机制。

Currently,our public sports policy there is ＂interest imbalance＂ phenomenon,mainly as follows： public sports resources configuration imbalance in public health and sports,the interests of vulnerable groups are relatively deprived,and government departments has ＂interests to create their own ＂problem in public sports policy-making.Suggestion：（1） Awareness and respect for sports activities are indispensable,important position,（2） Take ＂the realization of public interest＂ as only the starting point and measure of the formulation of public sports policy,（3） Gradually increase the financial input of the community sports,（4） Full attention to the sports interests of vulnerable groups,（5） Establish and perfect the mechanism of physical expression of interest of various interest groups.
