回顾了全球碳减排方案和中国碳减排相关研究的代表性文献,并进行了简要的评述。结论：（1）基于考虑历史责任的人均累积排放相等原则确立的全球碳减排方案,具有公平性和合理性;（2）影响中国碳排放的因素很多,减排对策的制定需要综合考虑各种影响因素。
迴顧瞭全毬碳減排方案和中國碳減排相關研究的代錶性文獻,併進行瞭簡要的評述。結論：（1）基于攷慮歷史責任的人均纍積排放相等原則確立的全毬碳減排方案,具有公平性和閤理性;（2）影響中國碳排放的因素很多,減排對策的製定需要綜閤攷慮各種影響因素。

This paper reviews some typical documents on the global carbon emission reduction scheme and China＇s carbon emission reduction and draws the conclusions：（1）the global carbon emission reduction scheme based on per capita accumulate emission equal principle in regard to historic responsibility is of equality and rationality;（2）China＇s carbon emission is affected by many factors,and we need to think of all the factors in order to devise some effective countermeasures.
