青岛市老城区工业企业搬迁中存在资金缺口大、职工安置成本高、片区搬迁开发缓慢、搬迁改造政策尚待完善、企业搬迁随意性较强等问题。为加快老城区企业搬迁，应从做好产业发展规划入手，加强组织协调工作，加快功能区基础设施建设，高起点招商引资，完善财税政策和监督考核机制。

청도시로성구공업기업반천중존재자금결구대、직공안치성본고、편구반천개발완만、반천개조정책상대완선、기업반천수의성교강등문제。위가쾌로성구기업반천，응종주호산업발전규화입수，가강조직협조공작，가쾌공능구기출설시건설，고기점초상인자，완선재세정책화감독고핵궤제。
During the relocation of industrial enterprises in the old town of Qingdao city, there exists the problems of lacking funds, higher cost of employee relocation, slow-paced development of piece-area relocation, incomplete policy of moving and reconstruction and so on. To speed up the relocation, it should start from making proper industrial development plans to strengthening organization coordination and accelerate infrastructure construction, attract high quality outside investment, improve the fiscal and taxation systems and perfect the evaluation mechanism.
