The Information Sharing Environment (ISE) is closely bound up with the national security and the inter- national security. In recent years, the ISE has gained broad attention and high recognition from the governments and the scholars both home and overseas. The data partition and the technical partition are the core of constructing the ISE. The data partition studies on the functional standards, the data referene model, the abstract model of data description, the ab- stract model of data context,-and the abstract model of data sharing. The technical partition studies on the architecture of the technical partition, the reference model of service access and delivery, the reference model of service platform and in- frastructure, the reference model of component framework, and the reference model of service interface and integration.
