[目的]通过外聘职业卫生专家的现场指导,帮助企业建立相对完善的职业卫生管理体系,最大限度降低职业病危害事故发生的风险.[方法]建立外聘专家准入制度,规定企业与外聘专家的责任与义务,确定专家指导内容.在2009年先期试点工作的基础上,本次推广阶段选择有代表性的60家企业作为外聘专家的指导对象.[结果]外聘专家指导前,60家企业中被评为优秀的企业数量为0,良好3家(5%),符合要求6家(10%),基本符合要求9家(15%),不符合要求42家(70%).外聘专家指导后,企业优良率达25%,符合要求率达75%,不再存在基本符合与不符合企业.60家企业全部建立了职业卫生管理机构与职业卫生管理制度、应急救援体系.[结论]在有限的卫生资源不能满足企业对职业病防治要求的情况下,聘请职业卫生专家指导企业按职业卫生管理规范建立管理体系,基本能满足企业职业病防治的要求,是一种有益模式.

[Objective]To construct relatively and complete occupational health management system and lower the risk of occupational diseases to the utmost by the directed instruction of inviting occupational hygiene specialists.Method Totally 60 enterprises were chosen as subjects.Invited occupational hygiene specialists made the field investi-gations using “investigation table on the basic information of occupational health in enterprises”.[Results]Different industries such as electronics,printings,toys,arts,hardware models,printing inks and paints,furniture were included in the 60 enterprises.Before instruction,none of the enterprises could be assessed as excellence,3(5%) could be assessed as good,6(10%) met the requirements,9(15%) basically met the requirements,and 42(70%) didn't meet the requirements.After instruction 25% of the 60 enterprises were assessed as excellence or good and 75% met the requirements.[Conclusion]The instruction mode of inviting occupational hygiene specialists for enterprises could enhance the awareness and attention of enterprises on the prevention and the controlling for occupational diseases,help the enterprises construct and perfect the management systems and lower the risk of occupational diseases to the utmost.
