我国现有保障性住房融资模式是政府提供主要资金、社会机构提供以及自筹资金。随着国家对于保障性住房建设力度的加大,必须解决好如保障性住房融资模式单一、手续繁冗、担保机制不完善等问题。我国可以探讨实施保障性住房新的融资模式:组建保障性住房投融资公司,实行综合专业管理;培育多元化的融资主体,多样性的融资方式;扩大信托基金(REITs)支持的保障性住房类型。

The current financing mode on low-income housing in China is that the main part comes from the government,and the rest of them from social organizations and individuals.With the increase of low-income housing projects,the government should change the situations of single mode,complicated procedures,and incomplete guarantee mechanisms.The new financing modes are to establish investing and financing companies on low-income housing by integrated management,to cultivate diversified financing subject and approach,and expand the kinds of low-income housing projects based on real estate investment trust.
