关键链技术考虑了资源受限对项目的活动影响,通过关键资源来调整工序,计算出最短的工序时间,但却忽视了项目工序本身的时间约束。在多项目环境下,一旦调整资源配置顺序,势必会对各个项目产生不同程度的影响。文章基于关键链思想,认为项目的工序调整会对项目产生影响,通过增加软、硬时间窗约束,过程惩罚因子来量化资源和工序在资源配置过程中对整个多项目集合的整体影响,建立了一种时间窗下基于关键链的多项目资源分配模型,对于具有资源约束的多项目管理具有实际意义。

the critical chain Considers impact on resource-constrained project,using key resources to adjust the process,and calculates the shortest process time, while It ignores the time constraint on the project process itself. In the multi-project environment, once the adjustment of resource allocated in order, it will inevitably cause the each project different degrees of impact.This paper based on critical chain think that adjustment of process will cause project additional costs and losses. By increasing the soft and hard time windows,and considering the influence both the resources and processes have on the collection of multi-project in the allocation of resources, finally we establish a multi-project resource allocation model based on critical chain and time window. It has a more practical significance for resource constrained multi-project management.
