舟山群岛有93 ％的岛屿为无人岛屿，蕴藏着丰富的生物、矿物、海洋能以及港口与旅游资源，地理环境良好，开发潜力大，但长期来未能引起人们足够的重视，开发利用程度低下，管理滞后，存在着无序、无度、无偿的现象。为了把众多无人岛的资源优势转化为舟山市的经济优势，要树立21世纪的战略眼光，拓宽开发思路，按照军民用结合、综合协调发展、开发与保护结合等原则，搞好海洋功能区划与开发规划，有选择地重点开发，同时制定必要的法规与政策，加强管理。
舟山群島有93 ％的島嶼為無人島嶼，蘊藏著豐富的生物、礦物、海洋能以及港口與旅遊資源，地理環境良好，開髮潛力大，但長期來未能引起人們足夠的重視，開髮利用程度低下，管理滯後，存在著無序、無度、無償的現象。為瞭把衆多無人島的資源優勢轉化為舟山市的經濟優勢，要樹立21世紀的戰略眼光，拓寬開髮思路，按照軍民用結閤、綜閤協調髮展、開髮與保護結閤等原則，搞好海洋功能區劃與開髮規劃，有選擇地重點開髮，同時製定必要的法規與政策，加彊管理。
주산군도유93 ％적도서위무인도서，온장착봉부적생물、광물、해양능이급항구여여유자원，지리배경량호，개발잠력대，단장기래미능인기인문족구적중시，개발이용정도저하，관리체후，존재착무서、무도、무상적현상。위료파음다무인도적자원우세전화위주산시적경제우세，요수립21세기적전략안광，탁관개발사로，안조군민용결합、종합협조발전、개발여보호결합등원칙，고호해양공능구화여개발규화，유선택지중점개발，동시제정필요적법규여정책，가강관리。
93 percent of islands of Zhoushan archipelago have no people to inhabit.These islands are rich in abundant resource of organism、minerals、power of ocean、port and tourism.With their good environment and geography,so exploitation of potential is fine.But in the long run,people haven't pay attention to them.Exploitation level is low and administration is poor.The phenomena of no－order、no－system、no－compensation exist.In order to change resource superiority of these islands into economic superiority of Zhoushan,we should establish strategy viewpoint of the 21 century.We should widen exploiting thinking,according to the principle of combining with military and civil use、syntheticaly and coordinately to exploit、combine with exploitation and protection and so on.Pay attention to dividing the function region and exploiting programme of ocean.Exploitation needs focal point selectly.At the same time,draw up rule and policy needed to strengthen adiministration.
