各类突发事件严重地威胁着人类的安全、经济和社会的发展,开展突发事件风险分析的研究具有重大现实意义.首先回顾和分析脆弱性的含义,确定了脆弱性、干扰和暴露的关系,把脆弱性概念引入到突发事件风险分析当中,给出了突发事件形成机理.其次构建了基于脆弱性分析的突发事件风险分析框架,并建立了突发事件风险函数.文章的完成将为突发事件风险分析相关研究提供思路.

As emergency events have serious threat to human security and development of economy and society, it has great and practical significance to carry out risk analysis on emergency events. The vulnerability was introduced into risk analysis of emergency events, and the formation mechanism of the events was given, base on the reviewed and analyzed implication of vulnerability and determined relation among vulnerability, perturbation and exposure. A risk analysis framework and a risk function for the events were established. The investigated results provide train of thought for relative investigation of risk analysis of the events.
