可中断负荷是电力市场环境下需求侧管理的重要组成部分,可以刺激和鼓励用户改变消费行为和用电方式,达到削峰填谷改变负荷曲线的目的。而实施可中断负荷的核心之一是构建适用的定价模型,设计合理的可中断电价。文章首先对可中断负荷做了概述,论述了我国实施和推广可中断电价的迫切性;介绍了可中断电价的基本概念和特点以及可中断电价的设计受可中断负荷市场参与主体的利益约束;然后,给出了可中断用户缺电成本函数,在此基础上采用等微增率准则,构建了可中断电价的设计模型,并给出了可中断电价的设计流程;最后,以某地级市为例,通过选取不同的最大错峰负荷比例,设计出不同工业用户的可中断电价,算例分析结果验证了该模型的有效性和合理性。为我国可中断电价的设计提供了理论参考依据。

Interruptible load is an important part of Demand Side Management in power market, can stimulate and encourage the user to change consumption behavior and mode, to achieve the purpose of peak clipping and valley filling, then change the load curve. The core issue to implement interruptible load is to establish the right pricing model and design a reasonable interruptible price. Firstly, this paper make a overview of the interruptible load, and discusses the urgency to implement and promote the interruptible load in our country. Introduced the basic definition and features of interruptible price and the constraints of interruptible price designed by the interruptible load market participants. Then, gave out the interruptible users power shortage cost function, on this basis, utilized the equal incremental principle to build interruptible price model, and gave out interruptible price design process. Finally, take a example of a prefecture-level city, by selecting the largest proportion of peak shifting load, design different industrial users interruptible price, numerical case analysis results verify that the validity and rationality of the model. Provides a theoretical basis for our interruptible price design.
