党内民主是党的生命，党内民主从根本上讲是制度民主，也即党的代表大会制度、党的委员会制度、党内监督制度、党内选举制度、党员权利保障制度的发展完善。党章是党的根本大法，其修改过程必然呈现出党内民主的发展历程。十六大以来党内民主建设进入新阶段，发掘这一阶段党内民主建设规律可以总结如下三点经验：程序细化使民主制度成为现实，形式创新为民主发展增添活力，循序渐进确保民主建设有序推进。
黨內民主是黨的生命，黨內民主從根本上講是製度民主，也即黨的代錶大會製度、黨的委員會製度、黨內鑑督製度、黨內選舉製度、黨員權利保障製度的髮展完善。黨章是黨的根本大法，其脩改過程必然呈現齣黨內民主的髮展歷程。十六大以來黨內民主建設進入新階段，髮掘這一階段黨內民主建設規律可以總結如下三點經驗：程序細化使民主製度成為現實，形式創新為民主髮展增添活力，循序漸進確保民主建設有序推進。
당내민주시당적생명，당내민주종근본상강시제도민주，야즉당적대표대회제도、당적위원회제도、당내감독제도、당내선거제도、당원권리보장제도적발전완선。당장시당적근본대법，기수개과정필연정현출당내민주적발전역정。십륙대이래당내민주건설진입신계단，발굴저일계단당내민주건설규률가이총결여하삼점경험：정서세화사민주제도성위현실，형식창신위민주발전증첨활력，순서점진학보민주건설유서추진。
Inner - party democracy is the life of the party .it is fundamentally democracy of system ,which is the develop‐ment and improvement of the system of party congress ,party committee ,inner - party supervision ,inner - party election ,pro‐tection of rights of party members .The party constitution is the fundamental law of the party ;the process of its modification must present the development of inner - party democracy .The party democracy construction entered a new stage since the 16th national congress of CPC .The following experiences can be summarized from the process :program's elaboration makes democ‐racy a reality ;form innovation adds vigor for democratic development ;reform step by step ensures democracy in an orderly way .
