　　《高等学校学术委员会规则》是由教育部在自身权限内发布的教育规章，是规范高等学校学术委员会设立、运行、管理与监督的准则，也是指导高等学校制定、审议、修订、核准与备案本校学术委员会章程的准则，按照总则、分则加附则的体例设计，以“章-节-条-款”的形式予以展开，核心内容包括七项：一是高等学校学术委员会建设的政策与法律依据；二是高等学校学术委员会的性质；三是高等学校学术委员会章程制定规则；四是高等学校学术委员会组织机构建设规则；五是高等学校学术委员会职责规则；六是高等学校学术委员会人员组成规则；七是高等学校学术委员会工作规则。

“Regulations of Academic Committee of Higher Educational Institutions” is an educational regulation issued by Ministry of Education in its own limits of authority. It is the regulation to regulate the setup, operation, management and supervision of academic committee of higher educational institutions. It is also the regulation to instruct the formulation, review, amendment, approval and record of the regulations of academic committee of higher educational institutions. It is in the layout of “General Regulations, Specific Regulations and Supplementary Regulations”, and in the form of “Chapter-Paragraph-Article-Section”. The core contents include seven items: first, the policy and legal ground for setting up academic committee of higher educational institutions; second, the characters of academic committee of higher educational institutions; third, the regulations for formulating academic committee of higher educational institutions;forth, the regulations for constructing organizations of academic committee of higher educational institutions;fifth, the regulations for the duties of academic committee of higher educational institutions; sixth, the regulations for the staff of academic committee of higher educational institutions; seventh, the regulations for the work of academic committee of higher educational institutions.
