　　腐败是一个世界性难题，它的存在严重地危害着一个国家经济社会的发展，甚至会造成政权的更迭、国家的灭亡。当前，腐败仍是一颗制约我国发展的“毒瘤”。要有效防治腐败，有必要追根溯源，从公共权力、需求层次理论等角度探析腐败产生的原因，从源头上寻求有效的应对措施。当前腐败惩防体系的构建，专门法律的出台是关键；体制机制的健全是骨架；加强反腐倡廉教育是基础；成熟规范的反腐考评体系的建立是保障；国内外先进经验是参考。

Corruption is a global problem that will seriously damage the economic and social development of a state, and sometime it could even leads to the change of regimes and the demise of a country. At present, corruption is a "cancer" that restricts the development of China. To effectively prevent corruption, it's important that the causes of corruption be analyzed first from the angles of public power and hierarchy of needs so as to obtain relevant measures. To build a corruption punishment and prevention system, the setting of special law seem to be the key, the improvement of mechanism is the backbone, anti-corruption education is the foundation, a mature and standard evaluation system is the safeguard, and advanced national and international experiences are the reference.
