C4 ISR系统是大型复杂的军事信息系统,在其评估指标中既包含可获得精确数值的定量指标,也包含难以量化的、模糊的、不确定的定性指标,难以对其效能进行准确的综合评估。在建立的某C4 ISR系统的效能评估指标体系基础上,提出了基于云模型和专家群体决策的C4 ISR系统效能评估方法。利用该方法,评估专家可根据不同的评估指标类型及自身认识和偏好,选择精确值、区间数或语言变量表示其评估结果。然后,将评估结果统一转换为云模型进行运算,得到C4 ISR系统效能综合评估结果。通过实例表明该方法有效可行,评估结果符合客观实际,可提供合理的结论,对C4 ISR系统的发展建设和改进具有一定的指导意义。

C4 ISR system is a complex giant military information system and its effectiveness evaluation is a challenging topic .The reason lies in that some criterions can be represented by accurate figures,while others may be fuzzy,uncertain and difficult to quantify .Therefore,we proposed a new effectiveness evaluation method for C4 ISR system based on cloud model and group decision .With the method,the experts can express their opinions by exact values,interval numbers,or even linguistic variables,according to different criterion types and their own preferences .Then,evaluation results were all transformed into normal clouds,and the comprehensive evaluation result of the C 4 ISR system was calculated out by weighted average operator .At last,a practical example indicates that the method is effective and feasible,and the result is objective and can provide reasonable identification conclusion,which will be useful to the development and improvement of C4 ISR system.
