绍兴市地处浙东沿海，防汛防台任务非常艰巨。基层防汛防台能力是防汛工作的薄弱点，其应急处置水平和抢险救灾能力直接关系到人民群众的生命财产安全和防灾救灾。绍兴市通过构建“组织健全、责任落实、预案实用、预警及时、响应迅速、全民参与、救援有效、保障有力”的基层防汛防台体系，充分发挥了防灾减灾作用。建议今后应进一步完善基层预案，加强县级防办管理能力建设，强化成效管理机制，稳定防汛队伍，进一步全面提高基层防灾减灾能力。

소흥시지처절동연해，방신방태임무비상간거。기층방신방태능력시방신공작적박약점，기응급처치수평화창험구재능력직접관계도인민군음적생명재산안전화방재구재。소흥시통과구건“조직건전、책임락실、예안실용、예경급시、향응신속、전민삼여、구원유효、보장유력”적기층방신방태체계，충분발휘료방재감재작용。건의금후응진일보완선기층예안，가강현급방판관리능력건설，강화성효관리궤제，은정방신대오，진일보전면제고기층방재감재능력。
Shaoxing is located in eastern Zhejiang , affected by plum rains and typhoon rainstorms , vulnerable to flood disas-ter and difficult in flood prevention .It is relatively weak in flood control and disaster relief at the grass-roots level .Flood control and emergency rescue is the foundation of flood prevention and drought emergency system , and the basic ability of e-mergency disposal and disaster relief is directly related to people's life and property safety .The flood prevention system at the grass-roots level is framed by introducing effective management mechanism , including well-arranged planning , early warming , comprehensive rescuing and adequate protection , in order to improve the ability of disaster prevention and mitiga-tion, therefore to minimize casualties and property losses .
