采用实证方法，利用2011年河北省136个县的数据，从供给和需求两个角度分析县域人口规模、人口密度、区域面积、经济发展水平、财政收入、财政转移支付等因素对行政管理支出的影响。研究发现，人口规模与行政管理支出呈“U型”关系，当辖区人口规模为70万左右时，行政管理支出相对最有效率；现行财政转移支付政策也刺激了行政管理支出的增长。

This paper studies ,by demands and supplies ,the population size and density ,regional are-as ,economic development ,revenues and financial transfer payment of 136 counties in Hebei province in 2011 ,regarding the administrative expenditures .Result shows that the relationship between population size and expenditure takes "U"type ,and the expenditure efficiency is at best with 0 .7 million of popula-tion .Current financial transfer payment stimulates the expenditures .
