煤炭消费总量控制是改善城市环境空气质量的重要手段。目前，北京、天津、广州等国内大城市已经开始实施煤炭消费总量控制，北京、广州提出了煤炭消费总量净减少目标，天津提出了近期（2015）适量增长，远期（2020）零增长的目标。该文归纳分析了北京、天津、广州等城市煤炭消费总量控制的做法，总结了3点主要经验：一是制定明确的控制目标，二是确保足够的替代能源供应，三是明确控煤重点领域。2014年第二届南京青年奥林匹克运动会举办在即，南京煤炭消费总量大，燃煤污染较严重，应积极学习先进城市经验，削存量、抑增量，控制煤炭消费总量。

Total coal consumption control is an important means of improving the urban ambient air quality .Beijing,Tianjin, Guangzhou and other large cities in China have already begun the implementation of total coal consumption control .Beijing and Guangzhou proposed a net decrease target for total coal consumption.Tianjin set a modest growth goal in the near future(2015), and zero growth in long term ( 2020 ) .This paper analyzed the total coal consumption control practices in Beijing , Tianjin and Guangzhou, and summed up the experiences.First of all, establishing clear control objectives; secondly, ensuring adequate sup-ply of alternative energy, lastly, selecting focus areas of coal consumption control.Up to now, a large number of coals, which caused worse air pollution, have been burnt in Nanjing.The 2nd Nanjing Youth Olympic Games will be held in 2014, Nanjing should learn from the experiences of these cities to cut the stock, reduce emission growth and control total coal consumption.
