通过建立数理经济学模型,引入距离变量,分析知识关联的空间性与创新效率的关系。通过面板回归模型实证检验,得出如下结论,创新部门的集聚可以提高创新增长率,进而提升创新效率。集聚意味着缩短距离,距离既包括空间距离也包括时间距离。政府不仅要缩短创新部门的空间距离,更重要的是缩短时间距离,通过创新部门集聚度的提高和民间转化中介的引入,提升科技向产业的转化效率,最大限度地避免我国科研的高投入低产出现象。

There are many reasons for that , but one inevitable reason is the low innovative efficiency .By building mathe-matical economic models and introducing spatial distance variables , the paper analyzes the relationship between knowledge connection and innovative efficiency .By the empirical test of measurement models , the conclusion is as follows: Agglom-eration of innovation departments can increase the growth rate of innovation and therefore improve innovation efficiency .Ag-glomeration means shortening distance , which includes both spatial distance and time distance .Governments should shorten the spatial distance of innovation departments , but more importantly shorten time distance to improve the conversion effi-ciency from science and technology to industry through the increase of the agglomeration of innovation departments and the introduction of private agencies , minimizing the phenomenon of “high input but low output”, a waste of research fee .
