以逻辑曲线为基础，建立国家创新系统的仿真模型，并通过国家创新系统的动态分析，找出影响国家创新系统绩效的关键因素，以便为政府与产业界构建合适的国家创新系统提供政策建议。研究结果表明，发展国家创新系统应该以科技基础建设、知识产权制度以及政府采购支持为优先策略，再加上风险投资以及技术引进政策的配合，以增加产业在国际市场上的竞争优势；还表明仿真模拟有助于增加对国家创新系统这一复杂系统的理解和进一步深入的研究。

Based on the logistic curve , an emulational model of national innovation system is constructed to investigate the key factors that affect the national innovation system by means of system dynamics .The results of these simulations suggest that the preferential tactics of science infrastructure construction , intellectual property rights protection and favorable home market should be taken to build a better national innovation system and sharpen the competitive edge of domestic industry in the international market , together with the policies of venture capital and technology import .From this study, it can also be concluded that emulational modeling can increase our insight into the dynamics of national innovation system and may help for future research .
