以江苏省常州市产学研合作机制与政策创新为案例进行分析，基于高端科教资源稀缺和产业需求两个背景，通过建立筛选培育、利益共享、长效合作、中介服务和诚信管理五大机制，制定企业、项目、人才、平台、园区和创新环境六大政策进行多样化支持，产生创新和经济成果。

Taking Changzhou city of Jiangsu province as an example , the paper studies its mechanism and policy for indus-try-university-institute cooperation.Because of high-end science and education resource scarcity and industry demand , Changzhou tries to establish five mechanisms:screening and cultivation , benefit sharing , long-term cooperation , interme-diary services and the integrity of management.At the same time, Changzhou has formulated six major policies including enterprise, project, talent, innovation platform, parks and innovation environment.In this way, Changzhou has had the technological innovation and economical achievement.
