The unexpected events and their environment have dynamic complexity. The emergency management needs to use the complex adaptability to deal with this kind of dynamic complexity. This paper, based on the analysis of relevant literature, elaborated the domestic and foreign existing study achievement about emergency management, and reviewed the relevant research from the perspective of complex systems.
