It is introduced that the reform of medical and healthcare system has begun in Wuhu City since 2007, based on the connection of inevitable factors and causal factors, which created the“Wuhu Mode”. This article describes the“Wuhu Mode”by stages, and also analyzes its outcomes and issues.
